The next day of the decision of the distribution division of the United Nations November 29 1947, The Arabs opened attacks on the Jewish neighborhoods in Jerusalem, they closed the roads to the city and prevented gasoline, water, food, and weapon to the city. The supplies of gasoline, food that arrived in convoys while fighting to breach the closure was rationed. Because of this, theJewish Agency (Sochonut) set up the “Vaadat Hamatzav” (committee for the situation) which was responsible to manage the cities needs, to oversee the distribution of supplies and to provide medical assistance, and to fight against the black market. After four months on 21/04/1948 the “Vaadat Hamatzav” was cancled with the creation of “Reshut Merkazit Leshaat Cherum LeYerushalayim” (Central Authorization of Emergancies Jerusalem)
