The street announcement called the public to join in the traditional sermon of Shabbat Shuvah from the great Goan and Mekubal, Rabbi Yaakov Moshe Charla”p Rav of Shaarei Chesed and Rechavia neighborhood, and great student and successor of Mero”n Rabbi Avraham Yitzchok HaKohen Kook.

HaGoan Rabbi Yaakov Moshe Charla”p [1882-1951] Gaon and Mekubal whos name is known as a holy and sublime, Rosh Yeshiva of Mercaz HeRav V’Beit Zevil, Rav of Shaarei Tzedek neighborhood in Jerusalem from the day it was erected, dedicated student of Meron Rabbi Avraham Yitzchok HaKohen Kook, author of many seforim in Halachah and Agadah, all of Torah. His Toraht HaYesod charecteristics of Talmidai of the Vilna Gaon, influenced with Chassidic Torah.
Harav Charla”p succeeded in the ways of Meron Rabbi Avraham Yitzchok HaKohen Kook and after the passing of Meron crowds swarmed to his lessons and lectures.
His love for all jews was noticable in his writings:
“בכלל הציפיה לישועה, להכיר ולהאמין שראויים ישראל להיגאל בכל שעה ושעה, שאף אם רבים הם הליקויים מצד החוץ, טהורים ונקיים הם מצד הפנים. לכן יש להעמיק בקדושתם של ישראל ועומק זכותם שהם ראויים לגאולה. קדושתם של ישראל מצד הכלל שלהם לא נפגמה מעולם. כנסת ישראל, במובן האמיתי של מושג כלל ישראל, מעולם לא חטא ומעולם לא נפגם במאומה”
