Letter by Moron HaGaon Rabbi Elazer Menachem Shach Rosh Yeshiva of Ponovitz and from the most notable leader of the Chareidi Judaism in our generation, revealing and gives a glimps of his widespread activities to strengthen the Chinuch Atzmai, to collect funds for existence and developments, and his concerns in different ways for the development of the Chareidi education in Israel.

The letter was written to a famous philanthropist and Torah supporter in Brazil during the journey of HaRav Tzvi Shraga Grossbard the ceo of Chinuch Atzmai  to collect funds for the existence of the Chinuch Atzmai. In the letter Harav Shach refers to supplement additional hours of learning Torah, of which has been discussed with the government for many long years until the reformation of the coalition and the establishment of the government of Prime Minister Mr. Menachem Begin.
You can learn from this letter the position of Harav Shach, whereby if we obtained full support from the government for the Orthodox education in Israel, we must do so, but since it has not been given, we must add and increase fundraising to complete the budget. Several years after that, during the formation of Begins government, it was publicized a different opinion in his name not to rely solely only on government support, but with this letter it can be concluded that this was not so.
