[3] letters about the debate of ‘Kollel America’ in Jeruslaem.
Background: in the years of 1950-60, with the growth of the Chareidi communities in Jerusalem they split to many ‘Kollelim’. In 1866 established to increase the unity ‘הועד הכללי לכל הכוללים האשכנזים’ (the general committee for all Ashkenazi Kollelim), for the Prushim and Chassidim together, to be able to monitor all the needs of the committee and represent it towards the Ottoman Government. In the year 1896 was founded in Jerusalem ‘Kollel America V’Tiferet Jerusalem’ due to complaints of the General committee that the funds are not being distributed evenly. Therefore a severe debate erupted in Jerusalem and America between supporters of the new Kollel, among the Moron Rabbi Yehoshua Leib Diskin, and among the opponents, Moron HaGaon Rabbi Shamuel Salant who feared that the founding of the new Kollel will cause a deduction of donations from America to the other Kollelim, destroy the unity that has been achieved to the destruction of the entire settlement.
* Letter from New York, 24th day of Cheshvon 1897, from Rabbi Yaakov Yosef Rav HaKollel of ‘Agudat HaKehilot’ in America and from the gabay of ‘Machzikei Aniyei Eretz Yisrael’ of New York to the Gaon Rabbi Shamuel Salant.
In the letter they conclude that no American has permission and the power to establish any Kollel exclusively for them, neither in Israel nor in America, after all our brothers from America are from Russia and the like and moved to America, and every committee and community is named after the city they come from . "לדאבון לבנו יצאו פה איזה אנשי גאליציעא מחריבים ומהרסים לקלקל מחשבתינו ולחבל מעשה ידינו. והמה אחדים מבעלי הזרוע יתפארו כי הם עדה בישראל והמה באים לייסד כולל אמריקא ושולחים יד לגנוב ולגזול ולשולל קופת רמבעה"נ… אשר נתייסד במדינה ע"י הוועד הכללי וזכו בם לטובת הישוב כולו".
In this letter, the Rabbanim from America ad and request from Rabbi Shamuel Salant to extend the opposition of the Rabbanim of Jerusalem against establishing a new Kollel.

* Letter from New York , 27th of Cheshvan 1896, from ‘Gabay Machzikei Aniyei Eretz Yisrael D’New York’ to Rabbi Shamuel Salant and Rabbanei of the general committee. In this letter which was also sent to the holy Gaon Rabbi Yehoshua Leib Diskin and to the Gaon the ‘Toraht Chesed’ Rabbi Shneur Zalman of Lublin, Note that there are som Galician’s who still support the new Kollel America ‘ושולחים יד בקופות רמב"ן לשלול כסף הקדשים, ויתפארו לפני ההמון כי הם עושים ברשות הרבנים, וביחוד בהסכמת הרב הג’ מהרי"ל דיסקין שליט"א’. They advice that the Rabbanim of Jerusalem should publicize in a written letter prohibiting ‘על השערורי’ הזאת’.

* Letter from Jerusalem, 22 of Tevet 1896. from Rabbi Shamuel Salant to Rabbi Yaakov Yosef the Rav HaKollel and the gabaim. In his letter he explains the expected outcome as a consequence of dividing the Kollelim in Jerusalem from the money raised in America. He mentions his opposition and of all the Rabbanim of Jerusalem against the splitting of the Ashkenazi Kollel to many divisions.
ומציין שעל מנת למנוע את התרחבות הפירוד ולאחות את הקרעים הם הקימו את הוועד הכללי "וחברנו את האהל להיות אחד, לכה"פ בנוגע למעות הבאות ממדינות הים הגדול… ובאחדות הזאת תלויה ועומדת על הוועד הכללי, אשר רובי הכנסותיו באות ממדי’ אמעריקא". הוא כותב על חששו שתמיכה בפירוד הכוללים, יגרום לכוללים נוספים לפרוש מהוועד הכללי, "ותמלא ארץ אמעריקא שלוחים. ואיש את רעהו יריבו, ואת הקופות יחמוסו ויבואו לידי הכאה וחיה"ש. וסוף סוף יתבטל הכל. והישוב בארץ הקדושה מה תהא עליו". להצלת ירושלים ויושביה "מנזק רב וממחלוקת ודברי ריבות וחיה"ש" יש מצווה רבה בדחיית השלוחים שנשלחו מטעם כוללים הפורשים מהוועד הכללי.
