The background of the writing of the Sefer: After the Kollelim of Kosov, Vizhnitz and Atinya separated from Kollel Galicia, they requested to receive some of the funds that were raised by Kupas Rabbi Meir Ba’al Hanes and sued the president of the Kollel, Rabbi Avraham Chaim David Sofer. The members of Kollel Galicia demanded that the trial be held in Eretz Yisroel and in 1912 introduced in this Sefer approx. 200 letters by rabbis supporting their demand.
