Historical background: In 1848, a Hungarian uprising against the Austrian rule broke out. After the Austrians crushed the Hungarian uprising, with the assistance of the Russian empire, a marital law was instituted in Hungary. Hungary became part of Austria, subject to the absolute rule of the Austrian Emperor and the Austrian law. Hungarians were forbidden to demonstrate their Hungarian nationality and German was declared the official language. Therefore, this official document that was written in Hungary in 1861 was written in German.
