Polemic. "We are brothers and how good and pleasant it is when brethren dwell together in unity"; a touching appeal of the Chacham Bashi Rabbi Moshe Halevi to the managers of the Ashkenazic Kollelim headed by the Gaon Rabbi Shmuel Salant, protesting against the attitude towards the Sephardic community. "I heard and it upset my stomach to see in one of the journals the persecution of the great Sephardic community … they should retrieve the books of fury and cease oppressing their Sephardic brothers" – protest against the attitude towards the Sephardic community of Jerusalem in a letter by Rabbi Moshe Halevi, the Chacham Bashi. The content of the letter: In his letter, the Chacham Bashi protests the attitude of the Asheknazic community of Jerusalem towards the Sephardic one, which is expressed by the following:
A. Preventing the collection of the meat tax, which was used to fund the Kollelim of the Ottoman Empire.
B. Running a campaign among the European Ashkenazic communities to channel their donations to the Ashkenazic communities only and refraining from donating to the Sephardic ones.
C. Publishing hate letters against the Misgav Ladach hospital, which mostly served the Sephardic community and against the Talmud Torah for orphaned and poor children.
The Chacham Bashi sees this conduct as damaging to the unity of the Jewish people, disrupting the peace of the town, ignoring the needs of the poor, opposing the governmental laws and regulations and expressing ingratitude. He expects the Ashekaniz community to support its Sephardic brothers and warns that otherwise, he will have to take action to save the oppressed from their oppressors.
