Possibly this is the signature of the Gaon Rabbi Uziel Meislish Bander (Rasenwasser) (1868-1932), ben Rabbi Yosef. Served as Av Beis Din of Tshetov (galicia), Komarik (Slovakia) and for 37 years of Bistritz (Romania). Author of "Ben Uziel" on the Torah and "Divrei Uzel" Shut (1934) and "Divrei Uziel" on Suggiyos HaShas (1985). Passed away on the 17th of Tamuz 1932.
