I hereby confirm the Rabbi Shmuel Elchonon ben Rabbi Yaakov Shlomo Blizhinsky is a Talmid Chacham and Moreh Hora’ot. 

Rabbi Blizhinsky was the brother-in-law of the Gaon Kabbalist Rabbi Yehuda Leib Ashlag Baal Hasulam.
