The document details a management meeting in which paerticipated the leaders of the settlement in Yerushalayim: Rabbi Moshe Blau, Rabbi Shmuel Zanvil Spitzer, Rabbi Yaakov Gelbstein, Rabbi Leib Slonim, and Rabbi Eliyahu Kroizer.
During the meeting it was decided that Rabbi Moshe Blau, head of Agudas Yisroel in Jerusalem, will be signatory for the Yeshiva, together with another one of the attendees.
